Anaysis: This letter at first glance seems fairly legitimate, but as usual there are several problems if you really look at it.
1. All Banks have their own E-mail systems. Their own websites.. so why a email account?
2. Do you REALLY have a connection to a major oil company?
3. They picked you because you are so? Dependable? Honest? Well Known? Smart?
4. 10% of MILLIONS OF DOLLARS???? Do you really think speed is worth $100,000 per million dollars in bank transactions?

Folks its a scam. IN the end they recruit you to accept payments by check that are most likely illegal payments from scams. YOU get the checks they then drain the bank account that you set up and the money you started it with. YOU get in trouble for cashing checks that are part of the scam.
